CIABOC complaint over official-residence staff, salary and vehicle use
Current status of the CIABOC complaint over official-residence staff, salary and vehicle use
Parliament's suspended Deputy Secretary-General and Chief of Staff, attorney Chaminda Kularatne, lodged a complaint with CIABOC on 2 February 2026 raising several allegations against Speaker Jagath Wickramaratne - reported as six allegations by some outlets and eight by others - including that he used three official vehicles despite a 7 June 2025 circular entitling the Speaker to two, and that he claimed two fuel allowances (as Speaker and separately as an MP, the latter from 17 Dec 2024 to Nov 2025). CIABOC decided to probe the complaint (reported 8 Feb 2026) and, as of 13 September 2026, had collected documents on personal staff at the Speaker's official residence, salary particulars, and vehicle usage/repair records. No arrest, charge, indictment, or finding of wrongdoing has been reported.
What’s happened
This is a complaint under investigation only, at an early procedural stage - CIABOC gathering documents, not a charge. Kularatne, the complainant, was himself reported as suspended from his own post at the time of filing; that is relevant context but does not itself establish anything about the complaint's merits.
